{"id":2362,"date":"2011-06-15T05:00:43","date_gmt":"2011-06-15T09:00:43","guid":{"rendered":"http:\/\/marcfbellemare.com\/wordpress\/?p=2362"},"modified":"2011-06-11T17:52:01","modified_gmt":"2011-06-11T21:52:01","slug":"a-division-of-labor-for-aid","status":"publish","type":"post","link":"https:\/\/marcfbellemare.com\/wordpress\/2362","title":{"rendered":"A Division of Labor for Aid?"},"content":{"rendered":"<p>That is a new idea advocated by Nemat Shafik, the outgoing Permanent Secretary in charge of the UK&#8217;s Department for International Development (DFID) in a new\u00a0<a title=\"The Future of Development Finance\" href=\"http:\/\/www.cgdev.org\/content\/publications\/detail\/1425068\" target=\"_blank\">working paper<\/a>. For Shafik,<\/p>\n<ul>\n<li>The United Nations should be in charge of peace and security issues and humanitarian affairs;<\/li>\n<li>The World Bank and regional development banks should be in charge of development finance;<\/li>\n<li>Bilateral agencies (e.g., USAID and DFID) should be in charge of delivering health and education interventions; and<\/li>\n<li>Foundations and philanthropies should be in charge of development innovations.<\/li>\n<\/ul>\n<p>This strikes me as a sensible idea.\u00a0The division of labor suggested by Shafik would increase accountability &#8212; something that is in short supply in the development world.
