It is the unconscious, for instance, that stitches together data on colour, shape, movement\u2026<\/p><\/blockquote>\n<p style=\"padding-left: 30px;\">Note that this isn&#8217;t merely a metaphor or analogy to modern computers \u2013 it is an earnest but uncritical assumption of an actual similarity.<\/p>\n<p>More <a title=\"You Must Escape Your Context\" href=\"http:\/\/partialobjects.com\/2012\/05\/you-must-escape-your-context\/\" target=\"_blank\">here<\/a>\u00a0from The Last Psychiatrist.<\/p>\n<p>What I think is particularly interesting here is how different frames of reference (e.g., the steam engine, the computer) not only lead to different ways of describing the same thing, but perhaps to different actions in response to the same problem.<\/p>\n<p>Does one settle upon different policy prescriptions depending on whether one sees the government as a steam engine or as a computer?<\/p>\n<p>I have discussed time and again on this blog (and\u00a0in public lectures) the difficulty of truly knowing anything in the social sciences, and the usefulness of controlled experiments in chipping away at our ignorance.<\/p>\n<p>But the question I ask above is, I&#8217;m afraid, unanswerable. There appears to be such a thing as <a title=\"Context-Dependent Memory\" href=\"http:\/\/en.wikipedia.org\/wiki\/Context-dependent_memory\" target=\"_blank\">context-dependent memory<\/a> (the &#8220;improved\u00a0recall\u00a0of specific episodes or information when the\u00a0context\u00a0present at\u00a0encoding\u00a0and retrieval are the same,&#8221; or the reason why if you study drunk, you should also take the test drunk), but context-dependent policy making goes beyond that.<\/p>\n<p>Put another way: Would we care so much about social capital, network effects, and spillovers if the Internet had never been invented?<\/p>\n<p>On steam engines and computers, I was reminded of William Gibson and Bruce Stirling&#8217;s <em><a title=\"The Difference Engine\" href=\"http:\/\/www.amazon.com\/Difference-Engine-Spectra-special-editions\/dp\/055329461X\/ref=sr_1_2?ie=UTF8&amp;qid=1339154167&amp;sr=8-2\" target=\"_blank\">The Difference Engine<\/a><\/em>, about which Amazon say:<\/p>\n<p style=\"padding-left: 30px;\">1855: The Industrial Revolution is in full and inexorable swing, powered by steam-driven cybernetic Engines.\u00a0 Charles Babbage perfects his Analytical Engine and the computer age arrives a century ahead of its time.\u00a0 And three extraordinary characters race toward a rendezvous with history\u2014and the future.<\/p>\n<p>The book is thought to have popularized the whole <a title=\"Steampunk\" href=\"http:\/\/en.wikipedia.org\/wiki\/Steampunk\" target=\"_blank\">Steampunk<\/a>\u00a0aesthetic.
