{"id":8590,"date":"2013-03-27T05:00:05","date_gmt":"2013-03-27T09:00:05","guid":{"rendered":"http:\/\/marcfbellemare.com\/wordpress\/?p=8590"},"modified":"2013-03-26T07:33:51","modified_gmt":"2013-03-26T11:33:51","slug":"on-the-dfait-cida-merger","status":"publish","type":"post","link":"https:\/\/marcfbellemare.com\/wordpress\/8590","title":{"rendered":"On the DFAIT&#8211;CIDA Merger"},"content":{"rendered":"<p><a href=\"http:\/\/marcfbellemare.com\/wordpress\/wp-content\/uploads\/2013\/03\/CIDA.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-8595\" alt=\"CIDA\" src=\"http:\/\/marcfbellemare.com\/wordpress\/wp-content\/uploads\/2013\/03\/CIDA.jpg\" width=\"400\" height=\"216\" \/><\/a><\/p>\n<p>As part of its 2013 budget, the Harper government has decided to fold the Canadian International Development Agency (CIDA) into the Department of Foreign Affairs and International Trade (DFAIT).<\/p>\n<p>It is not uncommon for a developed country to have its development agency depend directly on its ministry of foreign affairs. In the United States, for example, the US Agency for International Development depends on the State Department. In France, the Agence fran\u00e7aise de d\u00e9veloppement depends on the <a title=\"Ministry of Foreign Affairs (France)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Minister_of_Foreign_Affairs_(France)\" target=\"_blank\">Quai d&#8217;Orsay<\/a>.<\/p>\n<p><a href=\"http:\/\/marcfbellemare.com\/wordpress\/wp-content\/uploads\/2013\/03\/GardnerTweet.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-8600\" alt=\"GardnerTweet\" src=\"http:\/\/marcfbellemare.com\/wordpress\/wp-content\/uploads\/2013\/03\/GardnerTweet.jpg\" width=\"529\" height=\"266\" \/><\/a><\/p>\n<p>Many in Canada were <a title=\"Canada's Approach to Aid Likely to Leave a Bitter Taste\" href=\"http:\/\/www.guardian.co.uk\/global-development\/2013\/mar\/25\/aid-canada\" target=\"_blank\">up in arms about the DFAIT&#8211;CIDA merger<\/a>. I suspect that reactions would have been very different had this merger taken place under a different (i.e., not Conservative) government: the <em>Zeitgeist<\/em> in Quebec, Ontario, and British Columbia is that nothing the Harper government does is ever right. (This isn&#8217;t to say I support the Harper government; those who know me well also know that I have spent two summers working for a Liberal cabinet minister when I was in college.)<\/p>\n<p>I was given the chance to express my view on the merger in a <em>Toronto Star<\/em>\u00a0<a title=\"CIDA Merger with Foreign Affairs May Help the Poor\" href=\"http:\/\/www.thestar.com\/news\/world\/2013\/03\/22\/cida_merger_with_foreign_affairs_may_help_the_poor.html\" target=\"_blank\">article<\/a>\u00a0by Rick Westhead:<\/p>\n<blockquote><p>&#8220;We wish foreign aid was altruistic, but it&#8217;s always been an expression of foreign policy,&#8221; said David Morley, president of UNICEF&#8217;s Canadian operations. &#8220;Sometimes you felt the two (CIDA and Foreign Affairs) were going off into different worlds. This could be good, getting the aid portfolio closer to power.&#8221;<\/p>\n<div>\n<p>&#8220;Canada doesn&#8217;t do aid out of generosity or good nature,&#8221; said Marc Bellemare, a\u00a0Quebec\u00a0native and assistant economics professor at Duke University who studies development assistance. &#8220;Aid has always been tied to foreign policy. This is more transparent.
