Not conservatives, not liberals, and not\u00a0policy experts, who frequently use terms like &#8220;astonishingly irrational&#8221; to describe our system of federal subsidies for farming. So why is everyone so\u00a0angry\u00a0and\u00a0shocked\u00a0that last week\u2019s laden farm bill\u2014comprised of addendums to the same legislative package that Congress has been tagging since\u00a01938\u2014failed in the House of Representatives? Some reports\u00a0describe a Farm Lobby\u00a0Goliath smited by a tiny contingent of conservative House GOPers who are hellbent on shrinking the size of government no matter the objections of their fellow Republicans from farm country. But\u00a0<a href=\"http:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2280073\">according to<\/a>\u00a0a new working paper by Duke economic policy researchers Marc Bellemare and Nick Carnes, it might not have been the all-powerful farm lobby that the House GOP subverted so much as a small contingent of American voters.<\/p><\/blockquote>\n<p>From an <a title=\"Voters, Not Lobbyists, Deserve Blame for Our Crappy Farm Policies\" href=\"http:\/\/www.psmag.com\/politics\/voters-not-lobbyists-deserve-blame-for-our-crappy-farm-policies-61529\/\" target=\"_blank\">article<\/a> by Michael Fitzgerald discussing my most recent <a title=\"Bellemare and Carnes (2013)\" href=\"http:\/\/econpapers.repec.org\/paper\/pramprapa\/47629.htm\" target=\"_blank\">working paper<\/a> in the <em>Pacific Standard<\/em>, formerly known as <em>Miller-McCune<\/em> Magazine.<\/p>\n<p>That said, although we find that electoral incentives seem to be the most consistent driver of congressional voting behavior on matters of agricultural protection, we still find evidence that lobbying (via the amount of contributions members of Congress receive from agricultural political action committees) and legislator preferences (via how much of their pre-Congress career the same members of Congress have spent working in agriculture) matter.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nobody likes America\u2019s agricultural policy.
